If the game still defaults to Russian after copying, try deleting the local cache. Using the Plutonium modding forum as a reference, for older Call of Duty games (WaW and BO1) you must delete localized_English_iw files in the main folder and delete the English folder in the zone folder. While the process for Black Ops 2 is slightly different, if you are still having issues, ensure there are no conflicting language .iwi (image) or audio files in the root directory.
Drop the English localization.txt into your root directory and the English .ff files into the zone/english folder.
