Assume your install USB is D: and Windows drive is C: :

Download both the and the Windows PE add-on for the ADK . Run the ADK installer file ( adksetup.exe ). Assume your install USB is D: and Windows

Run the MakeWinPEMedia script to format and install WinPE to your USB drive. Replace E: with your actual USB drive letter: MakeWinPEMedia /Ufd C:\WinPE_amd64 E: Use code with caution. winpe 11 install

The computer will boot into a blue Windows logo screen and eventually land at a command prompt ( X:\Windows\system32\cmd.exe ).
