Switch firmware updates often introduce new "master keys" to encrypt newer games and updates. If you try to process a game that requires a master key from a newer firmware version than the one your keys.txt was dumped from, NSC_Builder will fail.
Put your Switch into Recovery Mode (RCM) using a JIG or modchip setup.
If you open a keys.txt file in a text editor, you will see dozens of lines formatted as a key name followed by a long hexadecimal string. Examples of keys stored inside include: nsc builder keys.txt
